Does Job cuts in US affect Indian or Chinese Outsourcing Industry?

This topic describes how do US govt policies affect outsourcing & IT industry thereby fate of many Indians and Chinese people whose jobs depend mostly upon the above sectors. Thus, the policies by USA govt will definitely affect Indian/Chinese economy. So, the question is 'Are these US policies right enough in building World economy?'
In fact the answer is YES. But, definitely, countries like India and china whose economies are dependent on outsourcing industries will be affected severely. But this affect will run shorter time. The one main reason for the recession to go on is the weak purchasing power of Americans. If they can come back to their original financial positions, the economy will automatically get boosted. Unlike Asians who always save-money minded, Americans are more lavish in spending their money. One can say Americans have a nature of earn-spend-enjoy minded. So, once their ability to purchase goods gets increased, they will start buying this and that. This will definitely increase lots of demand in American market. Thereby, auto manufacturers, financial markets, retail sector and banking sector will come back to their original form.

But how can American customer health be increased? The answer is to provide the jobs they lost already. That is what the Obama administration is doing. If he doesn't do that, any company tends to offer the same job to cheap labor i.e. either Indian or Chinese. This will put the American economy thereby world economy in sluggish condition. In fact, this will provide life to Outsourcing industry but takes time.
